SMART STRATEGY (The Needs and Gaps of the Creativity Industry in Cyprus)



Despite the fact that in the past years, an integrated policy for the development of the creative industries sector has been absent, the Cultural Services still managed to foster, on a rather vertical approach, the domain of creative industries through various programmes of the respective arts' sectors.


Today, at the heart of the creative economy in Cyprus there are those particular industries that lie at the crossroads of arts, culture, business, and technology and have a strong focus and drive towards cultural tourism and heritage, museums and libraries, hobbies, sports, and outdoor activities.

The potentially crucial role of the creative industries within the island’s touristic economic (representing 21.4% of GDP in 2016) is evident in the latest Smart Specialization Strategy for Cyprus where the until recently unexplored capacity for growth is been highlighted.

Nevertheless in order for this goal to be fulfilled a direct response to the industry’s apparent skills needs is required, by

i. target training at skills gaps (e.g. digital) so that those working in the industry remain employable through re-skilling and up-skilling,


ii. developing inclusive vocational training opportunities and relevant degree- level learning to improve diversity and work-readiness, and iii. strengthening course and trainer accreditation to ensure that all learning and skills development meets industry needs.


The most recent literature available indicates that despite the improvements to the institutional framework, third country migrant workers remain in ‘a vulnerable position.

Moreover, it is now recognised that the categories of ‘vulnerable groups’ in employment concerning the island include EU workers, Turkish-Cypriots, the Roma as well workers of Asian origin: wages, particularly for the last two groups are well below the minimum fixed for sectors where collective agreements are in force or for sectors where the minimum wage rule applies.


 

ΕΞΥΠΝΗ ΣΤΡΑΤΗΓΙΚΗ (Οι ανάγκες και τα κενά της δημιουργικής βιομηχανίας στην Κύπρο).


Σήμερα, στην καρδιά της δημιουργικής οικονομίας στην Κύπρο υπάρχουν εκείνες οι βιομηχανίες που βρίσκονται στο σταυροδρόμι των τεχνών, του πολιτισμού, των επιχειρήσεων και της τεχνολογίας και έχουν έντονη εστίαση και κίνηση προς τον πολιτιστικό τουρισμό και την κληρονομιά, τα μουσεία και τις βιβλιοθήκες, τα χόμπι, και τις υπαίθριες δραστηριότητες.

Ο δυνητικά κρίσιμος ρόλος των δημιουργικών βιομηχανιών στην τουριστική οικονομία του νησιού (21,4% του ΑΕΠ για το 2016) είναι εμφανής κατά την τελευταία στρατηγική έξυπνης εξειδίκευσης για την Κύπρο, στην οποία έχει επισημανθεί η μέχρι πρόσφατα ανεξερεύνητη ικανότητα ανάπτυξης.


Ωστόσο, προκειμένου να επιτευχθεί αυτός ο στόχος απαιτείται άμεση ανταπόκριση στις εμφανείς ανάγκες δεξιοτήτων του κλάδου, έως το 2010:


i. (π.χ. ψηφιακή), ώστε όσοι εργάζονται στον κλάδο να παραμείνουν απασχολημένοι μέσω της επανακατάρτισης και της βελτίωσης των δεξιοτήτων,


ii. ανάπτυξη ευκαιριών επαγγελματικής κατάρτισης χωρίς αποκλεισμούς και σχετική μάθηση σε επίπεδο σπουδών για τη βελτίωση της πολυμορφίας και της ετοιμότητας εργασίας, και


iii. ενισχύοντας τη διαπίστευση των μαθημάτων και των εκπαιδευτών ώστε να διασφαλιστεί όπως όλες οι εξελίξεις της μάθησης και των δεξιοτήτων ανταποκρίνονται στις ανάγκες της βιομηχανίας.

Η πιο πρόσφατη διαθέσιμη βιβλιογραφία δείχνει ότι παρά τις βελτιώσεις του θεσμικού πλαισίου, οι εργαζόμενοι μετανάστες τρίτων χωρών παραμένουν σε «ευάλωτη θέση».

Επιπλέον, αναγνωρίζεται πλέον πως οι κατηγορίες «ευάλωτων ομάδων» απασχόλησης που αφορούν το νησί περιλαμβάνουν τους εργαζόμενους της ΕΕ, τους Τουρκοκύπριους, τους Ρομά καθώς και τους εργαζόμενους ασιατικής προέλευσης: οι μισθοί, ιδιαίτερα για τις δύο τελευταίες ομάδες, είναι αρκετά κάτω από το ελάχιστο σταθερό για τομείς όπου ισχύουν συλλογικές συμβάσεις ή για τομείς στους οποίους ισχύει ο κανόνας ελάχιστου μισθού.
